137 Commander Taylor complains (in paragraph 5) that officere in his department, who had not applied for promotion, were promoted

against their will. It was this very circumstance that made the

government suspect the clerical staff of the Harbour Department of malpractices, and the following occurrences show that the suspicion

was well-founded:

(a) Wong Kan-lai, who joined the service on 1st January 1304, on a salary of $240, $420 by $60 biennially drew in addition as Interpreter at the Hunghom Harbour Station $5 per mensem, Police Allowance and 14 per mensen telephone allowance, and had free quarters. His total salary was, therefore, 153 por mensem. Yet he applied for, and upon Commander Taylor's recommandation was on 22nd August 1905 with th appointed to, the post of writer in the Harbour Office with the duty of issuing of Jun-permite at

a salary of $20 per mensem. Commander Taylor explained that Wong Kam-lai desired the transfer because he objected to night work; but subsequently Wong Kam Lai in June 1906 refused a

clerkship in the Post Office at 40 per monsen, although at that time he was only drawing $25 per mensem in the Harbour Department.

(b) Chan Kwok-on, who joined the service on 23rd October,1897 at a salary of $240 - $420 by $60 biennially as Chinese writer in the Harbour Office with the duty of issuing junk-permits, was on 5th August, 1908 more or less against his will promoted to the Assessor's office on a salary of $490 $660 by $60 annually.

(c) L@Yiu-shang who joined the service on 18th March, 1895
